Germany – Liability insurance services – Bauherrenhaftpflichtversicherung für die vorgezogene Schadstoffsanierung des Gasteig – Teil 2: Grunddeckung Beteiligtenversicherer

The Gasteig is the large, centrally located cultural and educational centre of Munich. With approximately 1.8 million visitors and more than 1,800 events per year, it is the largest cultural centre in Germany. After more than 30 years of intensive use, the building is due for general renovation. Preceding this, the hazardous material remediation of the building will take place in the years 2027-2028. The Munich Urban Planning Society mbH (MRG) as the contracting authority (AG) intends to procure demand-oriented insurance during the advanced hazardous material remediation / demolition of the Gasteig within the framework of a contractor's liability insurance. The procurement of the contractor's liability insurance is carried out in four parts. In a first part, which was started earlier, the lead insurer for the basic coverage of the contractor's liability insurance is determined and commissioned. In this procedure, the contract for the basic coverage is negotiated. In the second procedure, which is now being tendered, the participating insurer(s) for the basic coverage is determined. In this procedure, the contract determined in the first procurement part by negotiation is used as a basis; no negotiation on contractual contents takes place. The negotiated contract and the lead insurer for the basic coverage will be made available to you with the invitation to tender, the contract currently provided in the tender documents is the version that has not yet been negotiated. A so-called non-open procedure according to § 16 VgV is being carried out. This procedure is now being started. The contract for the excess cover (excess) will be tendered in two further procedures. The procedure for the lead insurer for the excess cover has also already been started. The subject of the present procedure is the contractor's liability insurance for the advanced hazardous material remediation – with regard to the participating insurer(s) for the basic coverage (procurement part 2). The preliminary contract sum amounts to 59 million EUR. The exact scope of services results from all the tender documents, in particular the model contract/model policy (basic coverage) – tender document D.01 including attachments and the documents on the project – tender documents E_01.
