Poland – Cycle path construction work – „Rowerowe Roztocze. Drogi pieszo – rowerowe w obszarach miejskich. Rozbudowa dróg powiatowych nr 2704L, 2757L, 2702L, 2748L w zakresie budowy dróg pieszo – rowerowych.”

The subject of the contract covers two sections: • Stage I – Expansion of county road no. 2704L – ul. Nadstawna in Kraśnik: 1) Location: Kraśnik, Kraśnik County, Lublin Voivodeship; cadastral area 0004 Budzyń, cadastral unit 060701_1 2) Kilometrage: from km 0+016 to km 0+504 (working kilometrage) Length of section: 488 m (pedestrian and cycle path ending at km 0+495.58) • Stage III – Expansion of county roads no. 2748L – ul. Kolejowa and no. 2702L – ul. Lubelska in Kraśnik: 1) Location: Kraśnik, Kraśnik County, Lublin Voivodeship; cadastral areas 0007 Zarzecze I and 0008 Stacja Kolejowa, cadastral unit 060701_1 2) Kilometrage: ul. Kolejowa – from km 0+085.20 to km 2+505.0; ul. Lubelska – from km 0+000 to km 0+167 (working kilometrage) 3) Length of section: 2 496 m (2 329 m along ul. Kolejowa and 167 m along ul. Lubelska)

2. The contract is implemented as part of a project co-financed by the European Union. NOTE - The contracting authority does not accept partial tenders. In this regard, the Contractor submitting a tender in this procedure is obliged to submit a tender for both tasks. In the event of a tender not being submitted for both tasks, the contracting authority will reject the tender on the basis of Article 226(1)(5) of the Act.

4. The subject of the contract must be executed with the involvement of persons possessing the appropriate qualifications and experience to perform independent technical functions in construction.

5. If the subject of the contract includes a provision resulting from the KNR or KNNR indicating the need to use specific equipment with specific parameters for the implementation of the contract, the contracting authority allows the use of other equipment, provided that it ensures the achievement of the design parameters and does not pose a risk of non-compliance of the works carried out with the technical documentation.

6. The subject of the contract should be carried out on the basis of the applicable regulations, in particular the Act of 7 July 1994 on Building Law (Journal of Laws of 2026, item 524, as amended) together with the implementing regulations, by the Contractor possessing the appropriate experience, execution potential and having persons with the appropriate experience and qualifications.

7. The materials used by the contractor should meet, in terms of quality, the requirements of products admitted for sale and use in construction, specified in Article 10 of the Act of 7 July 1994 on Building Law.

8. The execution of the subject of the contract and its delivery for use must also be in accordance with all legal acts applicable to the subject of the contract, technical and construction regulations, applicable Polish standards, guidelines and principles of technical knowledge.

Main aspects of the procedure: Public contract in the form of an unrestricted tender as referred to in Article 132 of the Act of 11 September 2019 on Public Procurement (Journal of Laws of 2026, item 793), hereinafter referred to as the Pzp Act. Contractors are excluded from the procedure for the award of the contract, in respect of whom any of the circumstances indicated in Article 108(1), Article 108(2), Article 109(1)(4), (8) and (10) of the Pzp Act, Article 7 of the Act of 13 April 2022 on special solutions to counter the support for aggression against Ukraine and serving to protect national security (Journal of Laws of 2025, item 514), Article 5k of Council Regulation (EU) No 833/2014 of 31 July 2014, as amended, concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine, apply. The contractor is not excluded in the circumstances specified in Article 108(1)(1), (2), (5) and (6) of the Act or Article 109(1)(4), (8), (10) of the Act, if he proves to the contracting authority that he has met the conditions specified in Article 110(2) of the Pzp Act.
