This framework agreement aims to carry out a study to identify, analyse, structure and size the logistical capacities required to support a mass decontamination operation following an incident involving dangerous substances of a chemical, biological or radiological nature (CBRN), from the triggering of a contamination alert to the final management of the waste generated by the decontamination operations. The study focuses exclusively on the logistical support and reinforcement capacities required to conduct and maintain operations over time. Activities directly related to the operational implementation of decontamination by first-line teams are not within the scope of the study. By "operational implementation", is meant the set of decisions, means, procedures and coordinated actions aimed at reducing, neutralising or eliminating chemical, biological, radiological or nuclear contamination on persons, equipment, infrastructure or the environment, in order to restore an acceptable level of safety for the population, the interveners and the environment concerned. The objective is to enable the contracting authority to define the scope, nature and sizing of the logistical capacities required for the implementation of decontamination operations, integrating temporal constraints, resupply needs and safety requirements, in order to enable the activation of a logistical device adapted to any identified operational situation.
