This contract concerns, on the one hand, the purchase, installation, implementation and maintenance of an IVDR-compliant hemostasis analyser including training and all required IT connections and implementations such as middleware and bidirectional GLIMS connection (GLIMS version 9). The system provides sufficient loading capacity and can handle the daily load of the service. The needs of the Labo exceed 60 samples on board. This contract concerns, on the other hand, the establishment of a framework agreement for: - all required IVDR-certified reagents, - all required quality controls, - all required consumables. Since the lab does not have a backup analyser, the performance of the device and the service provided by the tenderer will be given significant importance in the evaluation of the tenders. The tenders will be evaluated on the basis of the total cost of ownership (TCO). For this evaluation, the contracting authority will take into account all costs associated with the acquisition, use, maintenance and possible disposal of the device, calculated over an assumed useful life of ten (10) years.
