The implementation of the revised eIDAS Regulation (electronic identification, authentication and trust services) requires the creation of a secure and user-friendly ecosystem. As a milestone for Europe's digital sovereignty, the core element is the European Digital Identity Wallet (EUDI Wallet), which serves as the central instrument of the regulation. In Germany, the introduction of the EUDI Wallet is being driven jointly by the Federal Ministry for Digital and Modernisation (BMDS) and SPRIND - the Federal Agency for Breakthrough Innovations. Since June 2023, the initiative has followed an open architecture and consultation process involving the economy, civil society and science, with a focus on security, data protection, user-friendliness and innovation. Germany's dual strategy supports both a national EUDI Wallet and alternative EUDI Wallets. Common Codes GmbH ("Common Codes") intends to conclude a framework agreement with a framework partner. Common Codes requires a contractor for the development, planning and implementation of integrated marketing, communication and activation campaigns to promote the awareness, acceptance and use of the European Digital Identity Wallet (EUDI Wallet) in Germany. There is no obligation on the part of the contracting authority to call off and no minimum purchase quantities are guaranteed. The contractor therefore has no entitlement to have services called off. In addition to Common Codes GmbH, existing and future affiliated companies (so-called parent, subsidiary and sister companies) and the Federal Ministry for Digital and State Modernisation are authorised to call off from the framework agreement.
