The subject of the procurement is the rental premises of the senior centre in the centre of Helsinki, including the general and detailed design, construction, financing and maintenance of the subject, in accordance with the procurement notice, invitation to tender and the documents attached to it. The contracting authority does not specify the exact location of the rental premises or offer a plot of land for them, but the contracting authority has presented minimum requirements for the location of the premises to be offered in the procurement programme attached to the invitation to tender. The contracting authority will not accept tenders where the location of the premises offered is outside the designated area. The senior centre is designed for approximately 180 residents. In addition, the building will have common areas and other areas serving the activities, as well as a day activity unit. The project will be implemented as a lease project, in which the selected contractor will design and construct the premises and lease them to the city for a period of 25 years. The procurement procedure used is competitive negotiation and the criterion for overall economic advantage is the best price-quality ratio. The contracting authority reserves the right to reduce the number of candidates based on selection criteria based on characteristics exceeding the minimum requirements for technical capability, which are presented in attachment 0.1_Yritysreferenssit.
