Description

Partial Task No. 1: The subject of the order is: "Update of the EGIB database and the launch of e-services" for the Project entitled: "City Management based on spatial databases along with the development of e-services" co-financed from the European Regional Development Fund within the regional programme European Funds for Łódź 2021 – 2027. The detailed description and scope of the subject of the order (hereinafter: "OPZ") is described in Appendix No. 1A to the SWZ. The Contractor is obliged to implement the order on the terms and conditions presented in the model Contract constituting Appendix No. 4.1. to the SWZ. The detailed scope of the obligations to perform the subject of the order and the payment conditions are indicated in the Model Contract constituting Appendix No. 4.1. to the SWZ. In Partial Task No. 1, the selected Contractor will be obliged to prepare, within 30 working days in agreement with the Purchaser, a "Substantive-Financial Schedule" containing a list of Tasks with the determination of the value of their implementation and a declaration of the completion date of its implementation, taking into account the conduct of the acceptance procedure and launch in the Production Environment. The Purchaser reserves the right to increase the quantity/scope of all services/deliveries within the Contract beyond the basic scope of the order – up to a maximum of 25% of the gross value of the Contract (optional scope of the order), in accordance with the right of option provided for in Article 441(1) of the PZP Act. The Purchaser will decide on the possibility and willingness to use the reserved right of option in accordance with the demand and available financial capabilities.

Partial Task No. 2: The subject of the order is: "Adaptation of the attributes of selected objects in the EGiB database to the applicable legal provisions". The detailed description and scope of the subject of the order (hereinafter: "OPZ") is described in Appendix No. 1B to the SWZ. The Contractor is obliged to implement the order on the terms and conditions presented in the model Contract constituting Appendix No. 4.2. to the SWZ. The detailed scope of the obligations to perform the subject of the order and the payment conditions are indicated in the Model Contract constituting Appendix No. 4.2. to the SWZ. Offers must be unambiguous and comprehensive, i.e. cover the entire subject of the order in the individual partial tasks. The Contractor is obliged to submit an Offer, the content of which will allow the Purchaser to verify the offer in terms of its compliance with the content of the SWZ. The content of the Contractor's Offer must correspond to the content of the order specifications – descriptions of the subject of the order. The implementation of the orders must take place with due diligence and in accordance with all the requirements contained in the SWZ with appendices and any Information for Contractors. The Contractor, at the stage of order implementation, performs the subject of the order in accordance with the requirements of the Purchaser. The Purchaser does not allow the submission of variant offers. The Purchaser does not reserve the possibility of applying for an order by Contractors referred to in Article 94 of the PZP Act. The Purchaser does not provide for advances. The Purchaser does not provide for the reimbursement of procedure costs, with the exception of Article 261 of the PZP Act. The Purchaser does not reserve the obligation of personal performance by the Contractor of key order tasks in accordance with Article 121 of the PZP Act. The Purchaser does not provide for the conclusion of a framework agreement. The Purchaser does not provide for the use of electronic auction. The Purchaser did not conduct preliminary market consultations before initiating the procedure. The Purchaser does not provide for the possibility of submitting an offer in the form of electronic catalogues. The Purchaser does not provide for a meeting of Contractors.

REVERSED PROCEDURE: The Purchaser, in accordance with Article 139(1) of the PZP Act, provides for a reversed order of evaluation of offers, i.e. first conducts an examination and evaluation of offers, and then qualifies the Contractor, whose offer was highest evaluated, in terms of the grounds for exclusion and the fulfilment of the conditions for participation in the procedure. The Purchaser does not provide for conducting settlements with Contractors in foreign currencies.
