Finland – Construction work for pipelines, communication and power lines, for highways, roads, airfields and railways; flatwork – Oulunsuu DN400-kaukolämpölinjan rakentamisen kokonaisurakka

Oulun Energia Oy (hereinafter also the "purchaser" and "procuring entity") is organizing a tender competition for the Oulunsuun DN400 district heating line comprehensive contract. The procurement follows the Act on Procurement in Special Sectors (1398/2016). The procurement is competed using the negotiated procedure under Section 38 of the Act on Procurement in Special Sectors. The procurement is a construction contract as defined by the Act on Procurement in Special Sectors. The activity according to the contract will begin in its entirety on approximately 1.10.2026. The exact date will be specified in the final invitation to tender. The selected contractor will act as the principal designer on the worksite for the subject of the procurement. The purchaser's subcontractor and the welding quality inspector may also work on the worksite. The contract will be implemented in close cooperation with the purchaser. Schedules for the implementation of the contract are critical, and therefore the purchaser determines the scheduling of the worksites and the order of implementation of the construction. The working method is more specifically defined in the purchaser's work instructions. The subject of the procurement is described in more detail in the appendices to the invitation to tender.
