The subject of this procedure is the awarding of service concessions for the overall organisation and implementation of the Christmas market on the market square. The Christmas markets are scheduled to take place from approximately Thursday before the Sunday before Advent until 30.12 of each year. The markets remain closed on the Sunday before Advent and on Christmas Day. The opening hours are daily from 11:00 to 21:00 (gastronomic closing time 22:00), on 24.12 from 11:00 to 15:00 and on 26.12 from 14:00 to 20:00. The Christmas markets are considered to be a special market under § 68 and § 69 of the Trade Regulations. The term of the concession, including the option to extend, should be five years. The Christmas market should offer a high-quality and appealing appearance, which is reflected not only in the selection and presentation of the products, but also in the overall design of the market. It is of great importance that the traditional character of the market is taken into account in the concept. This applies to both the visual design in the form of huts in red "brick" style and the atmosphere of the market, so that a harmonious reference to the old town is created. The overall picture should reflect the festive mood of the Christmas season. A balanced ratio between gastronomy and retail/artisan products is aimed at. In addition, a lighting design of the monument and facades should be implemented in the overall concept. In the sense of a local reference, existing Düsseldorf showmen and stand operators must be involved. The drinking vessels, plates and cutlery issued in the gastronomy area must be 100% reusable. In addition to the design of the area and the organisation of the stands and businesses, the concessionaire is responsible for safety and the logistical supply and disposal on the site, as well as, in coordination with the concession grantor, the promotion of the Christmas market within the guidelines of the concession grantor. It must be ensured that the traffic area (street) remains available for traffic. Restrictions on cycle traffic must be kept to an absolute minimum. Note: This tender procedure will be carried out under the conditions of the Concessions Award Directive (KonzVgV).
