The municipality of Gutach im Breisgau plans the construction of two multi-family houses with subsidised housing in Alexanderstraße 14 and 16. Due to the structural condition of the existing buildings, these are to be demolished and adapted to the current requirements regarding floor plan quality, accessibility and living comfort. In advance, the office Schlager Architekten & Ingenieure, as well as the office Stiefvater, each prepared a feasibility study. These investigations formed the basis for the decision of the municipal council to initiate and pursue the project in the present form. At the same time, it is planned to consider the previous planning approaches in the further procedure not as finally determined, but as a basis for an in-depth examination. For the specialist planning HLS, the results of the feasibility studies, in particular with regard to the energy concept of the building, the heat supply, the ventilation strategy, the building automation and the economic efficiency of the technical systems, are to be checked and further developed in the further planning process. In the further planning process, a variant study by the planning team is planned as part of the performance phase 2. The aim is an open-ended approach to determine the best possible development taking into account the highest possible and economically sensible use of the site. From the point of view of specialist planning HLS, in particular different approaches to heat supply, ventilation and building automation as well as their effects on investment costs, operating costs, energy efficiency, sustainability and maintenance effort are to be examined. The technical solutions provided in the feasibility studies are to be evaluated with regard to technical, economic and energy aspects. In addition, possible funding programmes and their requirements are to be taken into account at an early stage. The implementation of the project is planned to be carried out in two construction phases. Initially, one of the two buildings will be newly constructed. After its completion, the tenants currently housed in the existing buildings are to move into the new building, so that subsequently the second existing building can be demolished and the second construction phase realised. The phased implementation is to be taken into account accordingly in the planning of the technical building equipment as well as in the development of the supply and access concepts. Further planning bases are a master schedule and a soil report. The energy standard of the buildings is to be examined and determined in the further planning process. In the course of the HLS planning, technical concepts are to be developed which take into account the requirements of subsidised housing construction, the economic efficiency in operation and the long-term maintenance and maintenance friendliness of the systems. The project is essentially dependent on the approval of the requested funding. After completion of the approval-ready planning and performance phase 4, it is planned to submit the documents to the responsible funding agency. Until the decision of the grantor, a project interruption of up to 12 months is expected. Bidders are aware that the continuation of the project and the awarding of the further performance stage are dependent on a funding commitment. The possible project interruption between performance phase 4 and performance phase 5 must be taken into account in the calculation of the offer and the fee. From such a project-related interruption, the application for funding or the waiting for the funding decision, no claims for additional remuneration, additional costs, compensation, adjustments to the fee or other financial demands against the client can be derived. The regulations on the stepwise awarding remain unaffected by this. The aim of the HLS planning is to develop a technically, energetically and economically optimised supply concept taking into account the requirements of subsidised housing construction, the planned construction phases, the eligibility for funding and a long-term economical operation of the systems.
