Greece – Security-type printed matter – Προμήθεια νέου Ολοκληρωμένου Πληροφοριακού Συστήματος Εντύπων Ασφαλείας (Ο.Π.Σ.Ε.Α.), για την εκτύπωση – προσωποποίηση εντύπων ασφαλείας, συμπεριλαμβανομένου του νέου δελτίου Αστυνομικής Ταυτότητας Ελλήνων Πολιτών - Κάρτας Πολίτη, με τις συναφείς υπηρεσίες Ηλεκτρονικής Διακυβέρνησης

The project includes the supply and installation of equipment for the creation of a national electronic citizen authentication system, compliant with the highest security standards and compatible with the European Regulation (eIDAS 2.0) and the European Digital Identity Regulation, which will offer an advanced set of authentication services. Additionally, it includes the creation of a central hub for the interoperability of citizen authentication services (Citizen Identity Hub) and the infrastructure for providing certified electronic signature certificates to Greek Citizens. The offered system should be able to successfully serve the entire production - issuance cycle (collection of supporting documents and biometric data, management of applications and data, personalisation of security documents, quality control of personalised documents) of security documents. The Awarding Authority considers a reasonable deadline for the delivery of the Integrated Information System for Security Documents, the related implementation services, as well as the digital identity and authentication services (hereinafter “Main Works”), to be a period of 18 months. Within the scope of the Main Works, the Contractor must implement and deliver the following: Application Study, Delivery of Equipment, Work and Ready Software, Implementation Services of the development - operational environment and development, Implementation Services of the completion, Test transition and Acceptance Testing Period, Training, Test Operation Period. After the final delivery and acceptance of the Main Works, the operation and maintenance period of ten (10) years begins, during which the contractor will provide the following services: - Operation and maintenance of the system - On-site support - Telecommunication services - Supply of other consumable materials (folders, barcode labels, cardboard boxes). - Supply and Personalisation of security documents. Specifically: Period A (3 years): During the first three (3) years from the final acceptance of the Main Works, the awarding authority will procure 6,420,000 security documents of type ID1 and 1,050,000 security documents of type ID3. Period B (7 years): During the remaining seven (7) years of the contractual period, the awarding authority will procure up to 32,580,000 security documents of type ID1 and up to 7,150,000 of type ID3, according to needs. It may also personalise other security documents (ID-1, ID-3 format) if required in the future. At any time during the operation and maintenance period, following a decision of the Awarding Authority, the right of option may be exercised with the following objectives: a) the extension of the provision of the services of the operation and maintenance period for an additional period of up to 5 years in total, from the original expiry date, or/and b) the extension of the duration of supply and personalisation services of security documents until the quantities of the contract are exhausted and in any case, not beyond five (5) years from the original expiry date of the operation and maintenance period. The right of option may be exercised with a unilateral declaration of the awarding authority to the contractor once or more times for a minimum period of one (1) year and a maximum of five (5) years.
