Poland – Construction works for power plants and heating plants – zaprojektowanie i wykonanie robót budowlanych dla zadania Budowa elektrociepłowni gazowej w oparciu o moduły silników gazowych do skojarzonego wytwarzania energii elektrycznej i ciepła w PEC Legionowo

The subject of the contract is the implementation of the investment entitled "Construction of a gas-fired combined heat and power plant based on gas engine modules for the combined production of electrical and thermal energy in PEC Legionowo" in the design and build formula. The combined heat and power plant will consist of 4 identical gas-fired cogeneration units, each with a minimum electrical power of 2 MWe and a minimum thermal power of 1.9 MWt. Total electrical power – approx. 8 MWe, total thermal power approx. 7.6 MWt. The investment is to be implemented on the site of the existing Municipal Heating Plant of Przedsiębiorstwo Energetyki Cieplnej in Legionowo, located at ul. Olszankowa 36 in Legionowo. The task will be carried out in the "design and build" formula. It is planned to locate part of the equipment inside the building and the rest outside on the roof of the building in accordance with the assumptions of this PFU. Container construction is not permitted. The contract includes the supply, installation and commissioning of complete systems for the combined production of electrical and thermal energy for continuous operation. The energy produced will be fed into the district heating and power grid and sold. The cogeneration plant installation to be built must meet the requirements of high-efficiency gas cogeneration as defined in Polish and Community legislation. It will be intended for continuous operation, with full load, i.e. throughout the year with breaks resulting only from the necessary, in accordance with the manufacturer's recommendations for the engines, stops for maintenance work. The scope of construction work includes the completion of the entire cogeneration system cooperating with the existing infrastructure of the heating system belonging to the Contracting Authority and the power grid. The designed and executed installations and the operating parameters of the combined heat and power plant must meet the requirements of high-efficiency cogeneration and the conditions resulting from the winning cogeneration auction ACHP22025, including in terms of guaranteed parameters and documentation necessary to confirm compliance with the auction requirements. Construction and installation works will be carried out at the operating site of the Municipal Heating Plant of the Contracting Authority; The Contractor is obliged to carry out the works in a manner that does not disrupt the continuity of the operation of the existing heating installation, with all safety, OHS and fire protection requirements being met. The Contractor will obtain all necessary agreements, permits, consents and administrative decisions confirming the compliance of the building intention with the requirements resulting from separate regulations as part of the contract.
