Bornholms Regionskommunes is establishing a dynamic purchasing system (DIS) for the procurement and establishment of outdoor recreational areas such as playgrounds, as well as outdoor fitness and activity equipment, etc. Only those admitted to DIS can be invited to submit tenders, regardless of the published contract value. All of Bornholms Regionskommunes schools and daycare institutions are obligated to use this purchasing system when procuring the aforementioned products and services. Furthermore, all other units in Bornholms Regionskommune are entitled to use the purchasing system. DIS is established with a duration of 10 years, calculated from the establishment date. After this, DIS will automatically cease, and no further procurements can be made. However, already concluded contracts will continue in accordance with the provisions and terms of the specific contracts. Throughout the entire period, DIS provides free access for the admission of new applicants who meet the minimum requirements for suitability and are not subject to one or more exclusion grounds. The contracting authority can change the duration of DIS, including extending the duration, by means of a notice. The contracting authority can also terminate DIS by publishing a notice. The category covers all types of playgrounds and outdoor fitness and activity equipment and accessories. For example, but not limited to: Traditional playground equipment, Nature playground equipment, Sun sails, Fire pits, Tables and benches, Fall protection mats, Interactive playgrounds, Fitness equipment, Multi- and pannabaner, Ball courts, Parkour equipment, Skateboard equipment, Padel courts. Award criterion: "Quality" or "Best value for money". The tendering system must be used for mini-tenders with a lower value threshold of DKK 100,000. To the extent that the procurement is a construction or installation task or part of a construction and installation task, the contracting authority reserves the right to tender this as a separate task or as part of the overall construction and installation task. In such a case, the relevant procurement is not covered by the dynamic purchasing system entered into on the basis of the present tender. It will be possible to tender tasks independently of the value, which means that DIS can and must be used for procurements below the value threshold, provided that the procuring entity wishes to tender through DIS. All of the contracting authority's administrations, departments, and institutions, including self-governing institutions, can, to the extent possible in accordance with the applicable operating agreement, use the system. An applicant can be admitted to DIS if the applicant meets the requirements for economic and financial capacity, technical and professional capacity. In addition, the applicant must not be subject to the exclusion grounds stated in the ESPD.
