Germany – Software development services – Dienstleistungen TCK Testautomation

In June 2005, the finance ministers of the 16 federal states, in agreement with the Federal Minister of Finance, unanimously established the basis for further proceedings in the development of uniform software for the taxation procedure in the KONSENS project (the Coordinated New Software Development of the Tax Administration). The basis for the cooperation of all 16 federal states and the Federation is the KONSENS Administrative Agreement, which came into force on 1 January 2007, and the KONSENS Act, which came into force on 1 January 2019. KONSENS is a long-term project aimed at standardising and future-proofing, maintaining, and further developing the information technology used by the tax authorities of the Länder in a demand-driven manner. KONSENS has no fixed end date as a permanent task. The TestCenter KONSENS (TCK) is the central quality gate in the release management process in KONSENS and has been located at the Oberfinanzdirektion Baden-Württemberg - Landeszentrum für Datenverarbeitung (LZfD) - at the service locations Stuttgart and Karlsruhe since its foundation. The tests carried out by the TCK provide information on whether an application meets the qualitative requirements for operation in KONSENS. To this end, the TCK operates its own test environments and builds further test environments. The Oberfinanzdirektion Baden-Württemberg - LZfD - requires services in the field of test automation for the automation of test cases in the TCK. Two external persons are needed for the tasks at hand. For this purpose, it is planned to conclude a service contract for each person from 01.11.2026.
