The present consultation is a call for candidates. The portion of the financial envelope allocated to the works by the contracting authority is set at 3 892 810,00 euros excluding tax. Estimated deadline: Design phase: 10 weeks (excluding validation by the contracting authority) Implementation phase: 20 months. The mission entrusted to the contractor is a mission for new building construction operations in the sense of Articles L2412-1 and R2431-4 and following of the Public Procurement Code. It includes a VISA or EXE mission (if the variant is chosen) and the following additional missions: DPGF / Topographic plans, division and boundary markers / Water law studies. The team (single candidate or group) will be composed of an architect registered with the French Order of Architects (or equivalent), who must be the mandatory leader of the group, and persons or design offices with expertise in thermal, fluid, energy, acoustic, topographic and VRD studies. The criteria used to select the candidates are weighted as follows: 1. Skills and resources (human and material resources, CV of each project participant...) 40% 2. References (similar projects, of equivalent complexity, suitability for the programme, assessment of the architectural quality of the references carried out) 50% 3. Financial capacity (consideration of the group's turnover) 10% The buyer has decided to limit the number of candidates who will be invited to participate in the tender phase. The minimum number of candidates he plans to invite is 5, and the maximum number is 5. At the end of the consultation, no premium will be paid to the candidates admitted to submit services and not selected.
