Description

Holbæk Municipality is conducting a tender and hereby establishing a dynamic purchasing system (DIS) for "Employment Offers" to citizens in Holbæk Municipality. The contracting authority looks forward to a simplified and flexible system that allows for quick adaptation of efforts to the current need. Both smaller and larger suppliers can be considered, as not only larger tasks are tendered, but also significantly smaller tasks, down to the involvement of a few or one citizen. Holbæk Municipality prioritises a range of offers within employment-related offers that reflects the diversity of challenges and needs that citizens in the employment effort have. Holbæk Municipality continuously adapts the relevant range of offers in the employment effort based on the current challenges and needs of citizens and the labour market. The employment-related offers have the overarching goal of strengthening the citizen's progression towards a job or education or other relevant activity. Generally, the concrete purchases will fall within one of three main categories: 1. Business-oriented offers, where the goal is that the citizen enters employment, education, business internship or wage supplement. 2. Employment-oriented offers with a focus on physical health, with a view to progression towards business-oriented activities. 3. Employment-oriented offers with a focus on mental and social health, with a view to progression towards business-oriented activities. The offers can be targeted at individual citizens or groups of citizens. The tender is conducted as a restricted procedure under the light regime, which means that anyone can apply for admission. There are objective criteria for admission, and no limitation on the number of applicants who can be admitted to the system. Although the method of establishment is a restricted procedure, a dynamic purchasing system functions by continuously admitting all suitable suppliers, who can then choose to bid on concrete purchases. Over the 10 years, a total volume of 350 million DKK is estimated, and a maximum volume over the 10 years of 500 million DKK. The volume will, however, depend on the development of the number of unemployed, as well as future legislation in the area.
