The main object of the present contract is the supply of a complex IT solution, of the educational Enterprise Resource Planning (ERP) type, customized for the specific needs of the Romanian school network. The aim is not limited to developing a web application, but also involves creating and operationalizing a digital economic simulation ecosystem that integrates B2B (Business to Business), B2C (Business to Consumer) and B2G (Business to Government) flows into a unified architecture. Specifically, the contract's scope covers the following major components:

Complete digitalization of administrative flows: Translating into digital format the processes of setting up a company (ONRC simulation), tax reporting and management of electronic invoices (ANAF/SPV and e-Factura simulations), as well as human resources processes (ITM/Revisal simulation), thereby eliminating the need for paper documents.

Financial-banking simulation: Implementing a virtual "Core Banking" system that allows real-time financial transactions between simulated entities, giving students a clear perspective on cash flows, credit and electronic payments.

Automated performance evaluation: Developing data analysis algorithms that enable the automatic monitoring of the activities of simulated firms and the awarding of the "Quality Mark" based on objective performance indicators (number of transactions, correctness of documents, profitability), reducing human subjectivity in evaluations.

Ensuring continuity and stability: Implementing, configuring, and operating the application in the infrastructure of the Government Private Cloud, as well as providing application administration services, backup, evolutionary and corrective maintenance, and technical support for a period of 5 years, to ensure the continuous, secure, and high-performance operation of the platform throughout several educational cycles.

Thus, through the implementation of the ROCT, the Contracting Authority aims to fundamentally modernize the entrepreneurial educational infrastructure, providing a centralized tool that transforms the teaching process from a theoretical one into a practical, interactive, and economically grounded one.

The contract's object is the development of a functional, tested, and ready-to-implement and operate educational web platform "turnkey" in the infrastructure of the Government Private Cloud, in accordance with the technical and operational requirements applicable to this infrastructure, which integrates the following 21 critical modules and functionalities, detailed in the Terms of Reference.

In order to apply the same contractual conditions to all bidders and to respect the principles underlying public procurement, as established by the legislator in art. 2 para. (2) of Law no. 98/2016 with subsequent amendments and additions, THE CONTRACTING AUTHORITY DOES NOT ALLOW THE MODIFICATION OF CLAUSES/ACCEPTANCE WITH RESERVATIONS OF THE CONTRACTUAL CLAUSES provided in the Award Documentation, Section IV Framework Agreement/Subsequent Contract, after the date set for the submission of clarification requests.
