Access to municipal buildings, facilities and installations must be controlled by qualified personnel responsible for providing both the opening and closing service and the access control service for all persons entering them, allowing for proper use of the facilities. Therefore, it is necessary to have the technical and material means and the qualified human resources, which this Municipality does not have, to carry out these services correctly and in compliance with applicable regulations.
