The University of Jaén aims to promote the quality of life of its university community, which involves facilitating access to accommodation that meets optimal conditions of habitability, security and proximity to study centres. Currently, the University has infrastructure dedicated to university apartments that require specialized and comprehensive management that the Institution cannot efficiently provide with its own means. The need lies in guaranteeing the commercial and operational exploitation of these accommodations, ensuring constant technical-legal and preventive maintenance that preserves the property value of the building and offering auxiliary services of cleaning, disinfection and concierge with standards. At the same time, it is considered that the service concession is the most suitable for this contract for the following reasons: There is a transfer of operational risk because the successful bidder assumes the risk of demand (occupancy) and management, which incentivizes more efficient and professionalized exploitation. On the other hand, the complexity of coordinating cleaning services, technical maintenance and user attention requires a specialized business structure that the University does not have centralized for this type of asset.
