Sweden – Systems and technical consultancy services – Ramavtal Konsulttjänster ILS (Integrated Life cycle Support)

The procurement and the subsequent Framework Agreement are intended to enable the Swedish Defence Materiel Administration (FMV) and the Swedish Armed Forces to procure consultants within the Integrated Logistics Support (ILS) field as defined in ALP-10. The Framework Agreement covers both hired personnel and project consultants, including, but not limited to, operational development (method support, training, etc.), technical project management, technical element management, and technical specialists, as well as configuration management/control. With Sweden's NATO membership, FMV/FM will base the definition of the ILS methodology on NATO STANAG 4876, ALP-10 NATO GUIDANCE FOR INTEGRATED LIFE CYCLE SUPPORT. This supports the use of the ASD S-Series with industry and aims to ensure the technical product/system's availability and operational reliability from a support perspective through analyses in the system/product's life cycle, while also minimizing total life cycle costs for operation and maintenance. The support system is a technical system that is developed and maintained through Systems Engineering (SE) methodology and ILS methodology. The ILS methodology according to ALP-10 consists of 13 Elements that are handled technically and administratively throughout the life cycle, integrated with Systems Engineering based on AAP-48 and ISO 15288 from development to disposal, and adapted depending on the scope of the requirement.
