Description

The Dutch Real Estate Company (hereinafter: RVB) is the real estate organisation for and of the Dutch Government and is part of the Ministry of the Interior and Kingdom Relations. In our role as the real estate manager of the State, the RVB, among other things, is responsible for the maintenance and new construction of the real estate of Defence. Our mission is to ensure, in an efficient and effective manner, that the real estate is fit for use, safe and sustainable for the future for the benefit of the activities of our clients. This contributes to the Ministry of Defence being able to successfully carry out its core tasks. The Ministry of Defence is, with regard to the management and maintenance of the real estate, the client of the RVB. The intended Framework Agreement concerns the maintenance of part of the sports real estate of Defence, namely the “Training Facilities for Working at Heights” (hereinafter: TF WoH). See also paragraph 2.1.1 of the procurement guidance. The (estimated) value amounts to 52,000,000.00 euro. The maximum size for this Framework Agreement amounts to 65,000,000.00 euro and applies to the term of the Framework Agreement including any possible extensions. When determining the estimated and maximum size of the Framework Agreement, assumptions have been made regarding the demand. The actual demand is dependent on future developments and the budget available for this. It can therefore happen that the size of the Framework Agreement amounts to nil or significantly more than estimated. To accommodate possible future developments, the established maximum size of the Framework Agreement is higher than the estimated size. Subject to termination of the Framework Agreement in the event of exceeding the maximum size, entrepreneurs cannot derive any rights from the estimated or maximum size. The RVB aims to distribute the turnover evenly across the different years and make it as predictable as possible.
