France – Survey services – Mission d’accompagnement de la Maîtrise d'Ouvrage pour les opérations de prolongation de la durée de vie des Tramway CITADIS 302 du réseau de transport public de Mulhouse Alsace Agglomération

The present mission aims to provide technical, methodological and regulatory assistance to the Contracting Authority and Mobility Organising Authority (AOM) represented by m2A in the preparation, management and follow-up of the mid-life operation and operations aimed at extending the lifespan of the Soléa tram fleet. This operation aims in particular to extend the lifespan of the rolling stock by 10 years or more while ensuring the maintenance of the level of safety, reliability, availability and comfort expected by the operator and the mobility organising authority. The scope of the operations covered in this consultation includes two levels:

- Level 1: Mid-life of the rolling stock aimed at maintaining the initial life potential. Level 1 requires the drafting of an intention file and its validation by the Technical Services for Mechanical Lifts and Guided Transports (STRMTG);

- Level 2: Modernisation and measures against obsolescence for certain components, structural reinforcement according to diagnostic, modification of the maintenance plan with a view to extending the initial potential of the rolling stock by 10 years or more. Level 2 requires a modification of the rolling stock safety file to be validated by the STRMTG.

This renovation programme must enable:

- Ensuring the long-term technical performance of the rolling stock;

- Addressing the obsolescence of critical components;

- Adapting the maintenance plan;

- Ensuring the regulatory compliance of the material in view of an extension of operation of 10 years or more.
