The HZB operated the Berlin Experimental Reactor BER II on the Lise-Meitner Campus (LMC) in Berlin-Wannsee, which was decommissioned at the end of 2019 as planned and finally. The dismantling of BER II is taking place. An interim storage facility for other radioactive substances (LaRA) for the radioactive residues and waste from the dismantling of BER II is being constructed on the Lise-Meitner Campus in Berlin-Wannsee. In addition, the HZB operates the state collection point for radioactive substances (Central Office for Radioactive Waste of the State of Berlin – ZRA) on the LMC on behalf of the State of Berlin. Due to the currently non-available final repository, the ZRA also needs an extension (ZRA extension) for the storage of radioactive waste. The two storage halls will be constructed in close proximity to each other on a construction site south of the existing ZRA. There is a forest on the construction site (operating area). The soil contains undocumented contaminated backfills from the post-World War II era. Preliminary investigations into the pollutants present there have already taken place. There is no obligation to remediate. The soil in the area of the planned storage halls must be replaced to a depth of approximately 10 m. The adjacent building of the ZRA must not be damaged in the process. Attention must be paid to the vibration-free creation of the excavation pit. A handling permit in accordance with Section 12(3) sentence 1 and Section 13 of the StrlSchG with an environmental impact assessment (EIA) as a non-independent part of the procedure is required for handling radioactive substances in the LaRA and in the ZRA extension. The construction of the LaRA will be carried out in accordance with RZBau and the Berlin Building Code. The construction of the ZRA extension will be carried out in accordance with ABau and the Berlin Building Code. Two partial building permits are being sought. The first is to include the preparation of the construction site. The aim of the contract The aim of this invitation to tender is to provide the planning services for the preparation of the construction site. These include: •Planning of the excavation pit (sheet piling, excavation of the soil/old waste and structural design and backfilling and compaction for defined load-bearing capacity) including the necessary construction site set-up areas (for heaps, machinery, etc.), •Planning of the disposal of pollutants, including grid sampling of the base, heap sampling, landfills, logistics and waste management, •Planning of the necessary occupational safety measures (in particular also due to the pollutant contamination), •Preparation and handover of all planning results required for the Environmental Impact Report (in accordance with the requirements of the UVPG, other relevant subordinate legislation and the requirements of the Berlin authorities), •Preparation of the documents relevant to the first partial building permit for the preparation of the construction site, forest conversion and felling permit, •Preparation of the necessary tender documents. The contract will be awarded in stages and the respective phases of performance are to be provided in the respective stage awarded. The planning of the preparation of the construction site is to be provided in the provision of services to the other specialist planning areas, which will be awarded separately.
