Description
The State of Saxony-Anhalt has invested funds amounting to EUR 3.5 billion through its own investment architecture into several special funds initiated by the state. The investment universe is broadly diversified across global equity and bond markets. There is a special fund for funds with a short-term investment horizon (Elbe-Fund) and a fund for funds with a long-term investment horizon (Brocken-Fund). The Brocken-Fund consists of nine segments and the Elbe-Fund consists of one segment, each managed by specialized asset managers. The investment management company is Universal Investment GmbH and the custodian bank is BNP Paribas S.A. Branch Germany. The existing mandate of the custodian bank will be tendered after a 10-year term. For economic and operational reasons, the same institution will be mandated as the custodian bank for all special funds initiated by the state. The Ministry of Finance of the State of Saxony-Anhalt is the representative of the investors of the special AIFs. Currently, 20 different assets of the state are invested in the Brocken-Fund. The largest investors are the special assets "Remediation of Contaminated Sites of the State of Saxony-Anhalt" and "Pension Fund for the Benefits and Allowances of the Beneficiaries of the State of Saxony-Anhalt". The funds of the special asset "Remediation of Contaminated Sites" are used to finance already identified remediation projects of the State of Saxony-Anhalt. The monetary asset of the "Pension Fund for the Benefits and Allowances of the Beneficiaries of the State of Saxony-Anhalt" is invested in a thesaurus. It is used to finance future benefit and allowance expenditures of the State of Saxony-Anhalt. The public procurement of the custodian bank will be conducted through a negotiated procedure with a call for competition. In this multi-stage procedure, any company can submit an application for participation. After reviewing the received applications for participation, all companies for which no grounds for exclusion exist and which meet the eligibility criteria will be invited to submit a first offer using a questionnaire. This invitation to the call for competition will provide all the information relevant to the participation and offer phase. For detailed information on the scope of services, please refer to the attachment "Draft - Mandate Requirements.pdf".
