This is a restricted procedure for a "Design" contract, in accordance with Articles L. 2125-1, L.2172-1 and R.2172-1 to R.2172-2, R.2172-4, R.2172-6, R.2162-15 to R.2162-2, R.2162-22 and R2162-25 of the Public Procurement Code. As part of the implementation of its Property Master Plan, the Guillaume Régnier Hospital Centre is launching a major first project, which is the subject of this consultation. This involves the construction of a property complex comprising: 2 adult psychiatry hubs, Day Hospitals and research hubs. The main characteristics of the project are as follows: 154 adult psychiatry beds; 35 day hospital places; An estimated Floor Area of 11,000 m²; A "passive building" performance level (without labelling). The project site is located on the main site of the Guillaume Régnier Hospital Centre in Rennes (35), at the corner of Boulevard de Strasbourg and Avenue du Général Leclerc. The site is currently built on, the deconstruction of the existing/remediation of the plot will be carried out prior to this operation. Given its location, the project has multiple challenges: Image of psychiatry from public space; Integration into the city and dialogue with the surrounding urban fabric; Integration into the Guillaume Régnier Hospital Centre site and its history. The financial envelope defined for the construction of this project is: 27,000,000 euros HT works.
