Netherlands – Supply services of personnel including temporary staff – Europese Aanbesteding Brokerdienstverlening Inhuur

The University of Twente (UT) has initiated a European public procurement for the contracting of one partner for Brokerage Services for Hiring. The aim of the UT is to conclude a Framework Agreement with one Contractor who will take on the full management of hiring external supporting personnel. The service provision is focused on Interim professionals (such as detachees and ZZP workers) for supporting roles. The main components of the contract are: Intermediary service provision: Sourcing, recruitment and selection of candidates via a wide network of suppliers and direct ZZP recruitment. Contract management: The full administrative, contractual and financial handling (including rental risk management). Transition and Implementation: Migration of ongoing contracts and the implementation of work processes and system integrations. Academic staff and specific fields such as ICT, medical and legal fall outside the scope of this procurement. The Framework Agreement is expected to commence on 1 January 2027 for an initial period of two years. The Contracting Authority has the unilateral option to extend the agreement twice by one year, up to a total maximum duration of four years.
