Description
This tender is for Københavns Åbne Gymnasium (hereafter KG) framework agreement concerning technical consultancy and assistance (Total Consultancy) related to the Master Plan, expansion, renovation, and refurbishment of parts of KG's buildings, located at Sjælør Boulevard 133, Valby. The basis for the tasks for the future total consultant via the Framework Agreement is described in the tender material. KG is an independent institution located in Valby, which in 2026 has approximately 1,000 students and 100 employees. KG has developed a new ambitious strategy towards the youth education reform in 2030, where STX will target students with higher average grades with the sole focus on long higher education. The gymnasium has, among other things, closed for HF to target the gymnasium's STX students and increased the number of applicants by focusing on a higher degree of local anchoring, subject deepening and binding communities. KG has, in cooperation with LAARK architects, had a comprehensive Master Plan prepared during 2025 and the beginning of 2026, which shows possible initiatives. KG wishes to clarify the possibilities for grant support and has therefore had a draft application for funding prepared on the basis of the Master Plan. In addition, KG plans to carry out a continuous update of a total of 36 classrooms as well as general operational and maintenance initiatives, which is reflected in, among other things, a comprehensive condition assessment prepared by Cowi in 2025. The contracting authority will award the contract to the tenderer who, on the basis of the award criterion "Best value for money", has submitted the economically most advantageous tender. The client has chosen the contract form Total Consultancy. KG now offers this Framework Agreement to find a Total Consultant who, on the terms set out in the overall tender material, can assist with planning, design, and implementation, in line with the final clarification of scope and financing. This will involve total consultancy, including architectural and engineering services in connection with building work of varying scope with a focus on renovation, refurbishment, maintenance, and planning thereof, technical installations, etc. based on a Master Plan, which must also be revisited continuously. The consultancy is provided in accordance with the Performance Description for Construction & Landscape 2018 (YBL 18), prepared by the Association of Consulting Engineers (FRI) and Danish Architecture Companies, and Supplement to performance descriptions for sustainability. The scope of the framework agreement is estimated to be 8.3 million DKK for the 2-year period (Estimated Value). The maximum value (period incl. options of 1+1 year according to point 1.2) is estimated at 13.5 million DKK. The estimates and the expected scope are an expression of KG's expectations for the consumption of the services included in the Framework Agreement. KG is not obliged to purchase a certain quantity of services or to purchase for a certain amount, and the actual consumption can therefore deviate from the estimates. The Framework Agreement is not exclusive. And KG is not obliged to use the Framework Agreement. The client has chosen the contract form Framework Agreement on Total Consultancy, and therefore has not divided the services into several sub-contracts, since the project includes Master Plan planning and the following prioritised building projects, which, according to the terms of the Framework Agreement, will be procured in more defined sub-projects, taking into account the school's operation and economic priorities, and since there is a need for an overall and uniform consultancy service with one responsible consultant to ensure continuity, effective coordination, and a simple contract management throughout the framework agreement's term. The tasks are the renovation and extension of an existing school in full operation, which involves a high complexity in planning, coordination, and execution, and there is a significant need for a close integration between architectural, engineering, and technical solutions, including especially with regard to fire strategy, indoor climate, structures, and logistics. Due to the many interfaces between the disciplines and the necessity of thinking solutions together in relation to existing building conditions and daily school operations, it is assessed as crucial to attach a single overall total consultant with the necessary expertise internally. This ensures a holistic design, effective coordination, reduced interface problems, and greater security that the project is completed within the time and economic frameworks as well as with respect for the users and without operational disruptive conflicts. The tender is conducted as a negotiated tender in accordance with the rules of the Public Procurement Act §§ 61-66. The Framework Agreement concerns the delivery of consultancy services, where the specific tasks will only be more defined during the term of the Framework Agreement. The tasks are expected to vary significantly in terms of scope, complexity, organisation, and the specialist competencies that need to be applied. The contracting authority has assessed that the contract, due to its character, complexity, and the associated risks, cannot be awarded without prior negotiation. There is a need to discuss and optimise, among other things, the organisation of the consultancy, staffing, collaboration, handling of interfaces, quality assurance, and the contractual mechanisms for the execution of tasks under the framework agreement. The tender form entails that all interested economic operators can apply to participate in the tender. However, it is only applicants that the contracting authority selects (pre-qualifies) and invites to do so, who can submit tenders. The contracting authority expects to pre-qualify four applicants. The contracting authority can only pre-qualify and award the contract to operators who meet the tender's specified suitability requirements and who are not subject to exclusion grounds.
