Security reception, filtering, access control, surveillance and guarding, airport security, fire safety, assistance and rescue, protection of people and property, and environmental protection. The project involves the following main activities: a) Continuous services: Coordination function: coordination of the various functions and areas of the contract. Technical post No. 1: Defense security domain: permanent defense security services (secure reception, filtering and access control, video surveillance and alarm system monitoring, site surveillance and guarding, incident handling, doubt resolution, escort and surveillance); Technical post No. 3: Fire safety domain: permanent fire safety services (doubt resolution, industrial fire fighting, aircraft fire fighting, assistance and rescue, environmental protection and pollution control, fire surveillance, alert management, control of hot work permits, verification and monitoring of rescue means, securing tests and technical installations, exercises and maneuvers. b) Occasional services: Technical post 2: Defense security domain: activities listed above performed as needed by issuing purchase orders, particularly during reinforcement operations, special events, exceptional or particular events. Technical post 4: Fire safety domain: training in the use of extinguishers, ballast tank emptying, and the activities listed above performed as needed by issuing purchase orders, particularly during reinforcement operations, special events, exceptional or particular events. The services are divided into three posts: - Post 1: Continuous services, including technical posts (PT) PT 1 and PT 3, as well as the coordination function; - Post 2: Services that can be "activated on demand" (occasional services) by issuing purchase orders based on the schedule of unit prices (financial annex to the engagement act) which include PT 2 and PT 4; - Post 3: Provision for contingencies by purchase order based on price elements set at 5% of the amount of continuous services. The consultation documents (candidacy phase) are accessible only electronically, on the State Procurement Platform (PLACE) at the following address: https://www.marches-publics.gouv.fr (Consultation reference on PLACE: DAF_2025_001193) Electronic response is mandatory for all candidates. Only candidates with sufficient economic and financial, technical and professional capabilities, with a secret (or very secret) clearance, and who have been selected (see articles 6.7.2 and 6.7.3 of the consultation regulation (RC)) will be authorized to submit a bid. Prior to the preparation of the bids and in order to allow the selected candidates to assess the constraints related to the subject of the contract, a site visit must be carried out. To this end, the economic operators whose application has been declared admissible and retained by the contracting authority will be invited via the PLACE website to contact the site correspondent. The candidates, tenderers, and their potential subcontractors and/or co-contractors will be subject to a primary check of the legal entity carried out by the PFC SUD with the competent investigation service. The result of this check must be "unreserved". Candidates and tenderers not having such an opinion will be excluded and will not be able to continue participating in the consultation, nor be awarded the framework agreement.
