Description
The municipality of Gutach im Breisgau plans to construct two multi-family residential buildings with subsidised housing at Alexanderstraße 14 and 16. Due to the structural condition of the existing buildings, these will be demolished and adapted to current requirements regarding floor plan quality, accessibility, and living comfort. Preliminary feasibility studies were conducted by the offices of Schlager Architekten & Ingenieure and Stiefvater. These investigations formed the basis for the municipal council's decision to initiate and pursue the project in its current form. At the same time, it is intended to consider the previous planning approaches in the further procedure not as finally determined, but as a starting point for a more in-depth examination. For the structural design, the results of the feasibility studies regarding building volume, construction method, foundation situation, and economic efficiency of the load-bearing structure are to be reviewed and further developed in the further planning process. In the further planning process, a variant analysis by the planning team is planned as part of the performance phase 2. The aim is to approach the determination of the best possible development with an open outcome, taking into account the highest possible and economically sensible utilisation of the plot. From the perspective of structural design, different structural and construction concepts and their influence on economic efficiency, feasibility, and space efficiency are to be examined. The massive construction method proposed in the feasibility studies is to be questioned and evaluated in terms of technical, economic, and structural aspects. In addition, the effects of the planned underground car park, the basement floors, and the soil conditions on the structural design are to be taken into account. The implementation of the project is expected to take place in two construction phases. Initially, one of the two buildings will be newly constructed. After its completion, the tenants currently housed in the existing building will move into the new building, so that the second existing building can then be demolished and the second construction phase realised. The phased implementation is to be taken into account accordingly in the planning of the structure and in the consideration of the construction processes and construction conditions. On this basis, the project costs were determined: Cost groups Costs (gross) 100 Site 0 € 200 Preparatory measures 420,000 € 300 Building - building construction incl. lift 4,100,000 € 400 Building - technical installations 720,000 € 500 External facilities and open spaces 180,000 € 600 Fittings and artworks 0 € Total cost groups 100-600 5,420,000 € Based on the determined project construction costs, the fee calculation was prepared. Further planning bases are a framework schedule and a soil report. The findings of the soil report are to be incorporated into the development of the foundation and structural concept. The project is largely dependent on the approval of the applied-for subsidies. After completion of the approval-ready planning and the performance phase 4, it is planned to submit the documents to the responsible funding agency. Until the decision of the funding agency, a project interruption of up to 12 months is expected. Bidders are aware that the continuation of the project and the award of the further performance stage are dependent on a funding commitment. The possible project interruption between performance phase 4 and performance phase 5 is to be taken into account in the calculation of the offer and the fee. No claims for additional remuneration, additional costs, compensation, adjustment of the fee, or other financial demands against the client can be derived from such a project-related interruption, the application for subsidies, or the waiting for the funding decision. The regulations on the stepwise awarding remain unaffected by this. The aim of the structural design is to develop a technically and economically optimised construction, taking into account the requirements of subsidised housing, the planned construction phases, the soil conditions, and a sustainable and permanently economical building construction.
