Germany – Construction project management services – Technische und wirschaftliche Beratungsleistungen in Anlehnung an die AHO für den PBN | Postblock Nord | Neubau zur ministeriellen Nutzung

The Federal Agency for Real Estate Tasks (hereinafter referred to as BImA or the Contracting Authority) plans to implement and operate a multifunctional office building for ministerial purposes on the former Postblock area, the section known as the "Postblock Nord" in Berlin-Mitte. The main objectives of the measure are the implementation of an appealing architecture with corresponding qualities, the implementation of the space and area requirements, and compliance with BImA guidelines for sustainability, accessibility, and technical building equipment. In the context of an architectural competition according to RPW, the design by Staab Architekten was selected as the winning design in 11/2021 and has since been developed by Staab Architekten as the general planner up to the design and approval planning. Currently, the functional performance specifications with lead details for the tender as a comprehensive contract (planning from LP5, construction and technical operation (TGM)) are being created. For the excavation planning, the execution planning has already been developed and necessary applications prepared so that the civil engineering work can start as soon as possible after the award of the comprehensive contract. Furthermore, for the specific trades of kitchen and media technology as well as the planning of the emergency power systems, an execution planning will be handed over to clearly define the planned qualities. In addition to the building planning, the commissioning and the technical building operation have also been described within the framework of the partially functional performance specification on the basis of the user requirements. Based on the above planning status, within the framework of a comprehensive contract, the further planning from the execution planning on the basis of the functional performance specification with lead details and design planning, the construction services incl. commissioning as well as defined technical operating services (TGM), the facility management and the maintenance of the building and the outdoor facilities are to be transferred to a private partner. The comprehensive contract (Plan, Build, Operate) is to be implemented either as an ÖPP or TU variant and will be published shortly. Only the final decision on the performance to be tendered is still missing: - ÖPP variant - Planning from LP 5, Construction and Operation (TGM, IGM for 25 years) - TU variant - Planning from LP 5, Construction and Operation (TGM for 10 years) (IGM services and services will be tendered separately at a later date.) Currently, the TU variant is favored by BImA Procurement, which is why this variant is described in the performance specification of the TB. However, the ÖPP variant may also be chosen. The aim is to publish the comprehensive contract in 06/2026. The tendering phase would then begin around 10/2026 – the Technical Advisor will therefore be bound and immediately integrated into the project from the beginning of this phase, so that he can participate directly in the negotiations with the potential bidders. The award of the comprehensive contract is planned for 09/2027. If the TU variant is to be tendered, the IGM services and further service contracts will be awarded by BImA at a later date within the framework of separate tendering procedures. The technical advisor will actively participate in this. Overall project management for PBN is currently provided by PD – Berater der öffentlichen Hand GmbH. From the 4th quarter of 2026, the supporting integration of project management services according to AHO, Heft Nr. 9, 2025 by an external service provider is planned. The technical advisor to be integrated is in a direct contractual relationship with the PD. The PD ensures overall quality assurance in cooperation with the technical advice and forms the direct interface to the client (BImA). In addition, the PD continues to support the BImA as a strategic advisor to efficiently achieve the project goals.
