Germany – Urban planning and landscape architectural services – Bielefeld | Nichtoffener freiraumplanerischer ettbewerb nach RPW 2013 und VgV 2016 - Neugestaltung Brackweder Freiraumband

Brackwede is a vibrant and multifaceted district with a historical identity and a strong sense of self. Its organic, heterogeneous structure, active citizenship, diverse uses, and varied green and open spaces, integrated into the defining landscapes of the Teutoburger Wald, the Sennefriedhof, and along the Bockschatzteich, shape the image of the district. The area around the Hauptstraße, with its diverse mix of buildings from different eras and uses, central supply offers, public facilities, and important traffic functions, forms the heart of the district and shapes its identity in a particular way. With the Integrated Urban Development Concept (INSEK) Brackwede, a planning tool is available that serves as a basis for the further development of the neighbourhood centre. The "Brackweder Freiraumband" sketched in the INSEK is described as the main measure, with the now announced competition forming the first development module. The competition area includes the Brackweder Freiraumband with the Kirchplatz, the Treppenplatz, the Treppenstraße, as well as the Stadtparks I and II. The competition area covers a total area of approximately 4.13 ha. The Brackweder Freiraumband is to be strengthened in its significance as a spatial, functional, and identity-creating core of Brackwede in connection with the Hauptstraße and the adjoining urban spaces. To this end, the spaces must be designed according to their functions and better networked with each other and with the surrounding quarters and landscape areas. The Freiraumband is to be developed as a place of identification and community as well as a showcase for Brackwede. A new, harmonised design concept is to be created across all open spaces, while at the same time taking into account the individual character of the respective locations. It is necessary to create attractive offers for different generations and target groups, a usage-specific, new, diverse range of movement, play and stay, and thus lively and urban spaces. For this purpose, the City of Bielefeld has net construction costs for cost group 500 in the amount of 6.5 million EUR at its disposal. The City of Bielefeld plans the open-space redesign of the Brackweder Freiraumband. For these measures, the Building Authority of the City of Bielefeld is announcing a non-open open-space planning competition according to RPW 2013 with a preceding application procedure. The contracting authority will, taking into account the recommendations of the jury and subject to the granting of subsidies and the approval of the committees, open the negotiation procedure with the first prize winner, - unless there is an important reason against an order, - as far and as soon as the task underlying the competition is to be realised. It is planned to implement the further implementation in three construction phases: 1. Construction phase Kirchplatz, Treppenplatz, Treppenstraße, 2. Construction phase Stadtpark I, 3. Construction phase Stadtpark II. The commissioning of the planning services will be carried out up to and including performance phase 5 of the landscape services according to § 39 HOAI in the middle fee zone IV. Optionally, a step-by-step further commissioning up to performance phase 9 will take place. In the event of further processing, the services already provided by the competition will not be remunerated again up to the amount of the prize awarded, if and to the extent that the competition design is used as the basis for further processing in its essential parts unchanged. If only partial areas are processed, a credit will be granted in a reasonable proportion. Participation in the competition procedure is associated with the obligation to provide the above-mentioned services in the event of an order.
