Germany – Architectural design services – Architektenwettbewerb: Neubau am Schützenplatz in Jerxheim

The municipality of Jerxheim plans to demolish the existing building complex Schützenhaus/Sportheim and construct a new multifunctional building with a forecourt at Schützenstraße in the main town of Jerxheim as part of the "Jerxheim 2040" project. The competition will be conducted as a single-phase restricted procedure for building design in an anonymous process within a VgV procedure as an RPW procedure (Section 3 (3) RPW). The contracting entity will, in accordance with Section 8.2 RPW, award the design author of the 1st prize the contract for the implementation of the project - provided this is recommended by the jury and there are no serious reasons to the contrary - after negotiation in accordance with Section 14 (4) [8] VgV. The contracting authority reserves the right to also award contracts to the specialist planners (TWP and TGA) involved in the competition work of the 1st prize winner, provided they can prove their professional licence and liability insurance to the required extent at the time of the potential contract award. Taking into account the recommendation of the jury, the object planning services for the building and interior as well as the outdoor facilities and any further specialist planning services (according to HOAI as a comprehensive contract (in stages; subject to positive committee decisions) for the performance phases 2-9 according to HOAI 2021 (building and interior design according to Section 34 HOAI, outdoor facilities according to Section 39 HOAI and possibly also technical equipment planning according to Section 55 HOAI and structural design according to Section 51 HOAI [LPH 1-6]) will be awarded in individual contracts. Therefore, the participation of a landscape architect is already required for the competition, while the participation of the corresponding specialist planners is recommended. The contract will be awarded in stages: The contracting authority will initially transfer the basic services of the performance phases 1 to 3 (Stage 1) designated in Annexes 10 and 11 of the HOAI 2021 to the contractor. Thereafter, the contracting authority reserves the right to award the contractor the performance phases 4 to 6 (Stage 2) and the performance phases 7 to 9 (Stage 3) in accordance with Sections 34 and 39 HOAI 2021 (Annexes 10 and 11) either individually or in full. The further awarding of the contract is subject to the cost framework being complied with and/or the necessary budget funds being provided and/or a positive committee or council decision. The contracting authority intends to conclude contracts on the basis of the RBBau. The contracting authority reserves the right to award the contract to the first offer and to waive negotiations.
