This document describes the requirements for the selection and setup of the Learning Management System (LMS), which is twofold. The fixed scope of this contract is the setup of an LMS for the follow-up trajectory and self-study within the regular trajectory (base contract). Therefore, the current system will be retained for regular operations, and there will be two systems in simultaneous use for the MO training: the LMS for the (digital) follow-up trajectory, and the current system for regular operations. A later, optionally callable extension to the regular (classroom-led) operations of the MO trajectory (optionally callable extension) is also taken into account. This means that in this phase, consideration must already be given to the requirements of this phase, since the same LMS that is initially selected for the follow-up trajectory will also need to be set up for regular operations. The LMS that is now selected must therefore be demonstrably capable of supporting this extension later, so that within the same grant, it can be extended to regular operations (optionally callable extension), if desired by the agencies. This document consists of three parts:

- Part 1 compiles the functional requirements: what the platform must be able to do.

- Part 2 compiles the non-functional requirements: the quality requirements and boundary conditions that the platform must meet, including information security and alignment with the architecture principles.

- Part 3 compiles the additional requirements for the optionally callable extension. The identification codes (A.1, B.2, …) allow requirements to be clearly named throughout this specification, the tenderer's offer, and the subsequent follow-up of the contract.
