Description
1. Reason The legally mandated creation of a Landscape Framework Plan (LFP) for the Gifhorn district took place in 1992 with the publication of the Landscape Framework Plan. Due to the now largely outdated data (inventory from the late 1980s) and statements, the currently valid Landscape Framework Plan no longer meets the current official requirements for a Landscape Framework Plan (see Paterak et al. 2001). Consequently, the update of the Landscape Framework Plan for the Gifhorn district is indispensable. 2. Lot division The comprehensive biotope mapping forms a central component of the inventory for the protected assets species and biotopes as well as landscape character (NMU 2001) and thus provides an important basis for the update of the LFP. Since different professional qualifications are required for biotope mapping with prior data evaluation and the services account for almost 60% of the total costs, the comprehensive biotope mapping, including the recording and documentation of legally protected biotopes, generally protected hedgerows and Habitats Directive habitat types, will be tendered separately from the remaining services. The planning services for the update of the LFP for the Gifhorn district are therefore divided into the following two lots: - Lot 1: Development of the update of the Landscape Framework Plan for the Gifhorn district - Lot 2: Biotope type mapping and recording and documentation of legally protected biotopes, generally protected hedgerows and Habitats Directive habitat types in the Gifhorn district including the preliminary data evaluation As a basis for the update of the Landscape Framework Plan, a concept for the update of the Landscape Framework Plan was drawn up for the Gifhorn district (Kaiser 2013, Update 2026). The specified processing contents for landscape planning by the specialist authority for nature conservation for the update of the LFP are broken down into completed individual modules in this concept, each of which meets the requirements of the currently valid method standards. According to the concept, each module is related to the other modules in order to clearly show the dependency relationship of the modules to one another. Some of the modules can be created independently of one another, while the processing of other modules necessarily presupposes the existence of certain modules. Overall, the processing of the Landscape Framework Plan for the Gifhorn district can be subdivided into twelve modules. The dependency relationship of the modules to one another is shown in the following illustration (Kaiser 2013, Update 2026). Further information can be found in the tender documents.
