The municipality of Selters intends to renovate and expand its existing administrative building at Am Saynbach 5-7 in Selters (Westerwald). Alternatively, depending on the results of a cost-benefit analysis to be conducted as part of the preliminary investigation and planning, the construction of a new building is planned. The existing building is essentially from the 1970s and has been expanded several times in the following decades. It no longer meets today's requirements in terms of construction and technology. In particular, the building envelope, the technical building equipment, and the existing room structures need to be fundamentally modernized. The aim of the measure is a functional, economical, and sustainable reorganization of the administrative site, taking into account current requirements for workplaces, accessibility, and digitalization. As part of the planning, in addition to the renovation of the existing building, the possibility of an extension, in particular by means of an extension to cover the additional space requirement, is to be examined. At the same time, a variant comparison between renovation and new construction is to be carried out, which in particular takes into account economic efficiency, follow-up costs, as well as functional and energetic aspects. At least in accordance with the requirements of the Building Energy Act, with the option of further implementation as an Efficiency Building 40. The planning is to be carried out taking into account possible construction during ongoing operations and necessary interim solutions. The above statements constitute a summary. The detailed description of the services, which is part of the tendering and contract documents, is decisive. A particular focus is on the development of a future-proof usage concept for approx. 100 workplaces, including flexible workplace models, meeting and special rooms (e.g. conference hall), as well as the implementation of a sustainable and energy-efficient building concept. The aim is to achieve an energy quality.
