Germany – Engineering design services – Projektsteuerungsleistungen für den Neubau eines Verwaltungsgebäudes in der VG Rhein-Selz

The subject of this procurement is project management services for the preparation, structuring, coordination and supervision of the new construction of an administrative building for the Verbandsgemeinde Rhein-Selz. The services are based on the areas of activity and project stages of the AHO brochure No. 9, 2025 edition. The contract will be awarded in stages. Initially, only performance stage I will be definitively awarded. The contractor has no claim to be awarded further performance stages. The project is in an early phase. Essential project bases, in particular the final location decision, the availability of the site, the planning law requirements, the scope of the later variant planning, the concrete eligibility for funding of individual implementation variants, as well as the further schedule and cost framework, are not yet finally determined. The project management is to support the contracting authority in carrying out its client tasks. It should, in particular, create project structures, make dependencies transparent, prepare decision-making processes, coordinate project participants and support the achievement of the essential goals in terms of quality, costs, deadlines, funding and procurement. The specific requirements are set out in the performance description attached as Annex A and in the project management contract. The services are based on the typical areas of activity of project management, in particular: • Organisation, information, coordination and documentation, • Qualities and quantities, • Costs and financing, • Deadlines, capacities and logistics, • Contracts and insurances. The project management is to support the contracting authority in carrying out its client tasks. It should, in particular, create structures, make dependencies transparent, prepare decision-making processes, coordinate project participants and support the achievement of the essential goals in terms of quality, costs, deadlines, funding and procurement. The services include, in particular: • Review, organisation and evaluation of existing project documents, • Establishment of a project organisation with roles, responsibilities and decision-making processes, • Creation and updating of a project structure plan, • Creation and updating of a schedule and milestone plan, • Establishment of a reporting, meeting and documentation system, • Establishment of a decision and task control system, • Establishment and updating of a risk management system, • Support in location and variant evaluation, • Preparation of decision-making documents for administration and committees, • Support in the preparation of the tendering of the design planning, • Involvement in the structuring of the performance description for the design planning, • Coordination of the requirements for the subsequent variant planning up to performance phase 3, • Support in coordination with the Struktur- und Genehmigungsdirektion Süd (SGD), the Aufsichts- und Dienstleistungsdirektion Rheinland-Pfalz (ADD) and possibly further inspection, supervisory or control authorities to be involved, • Verification of schedule, cost and documentation status, • Continuous reporting to the contracting authority. The project management does not provide design services in accordance with the HOAI or specialist planning. It does not provide legal advice, grant approval, urban planning or official decisions. To the extent that legal, funding, tax or property-related special questions need to be clarified, the project management supports the contracting authority in coordinating the authorities and advisors responsible for this.
