Award of services for the technical equipment according to HOAI 2021 Part 4 Section 2, § 53 para. 2 No. 4 strong current systems and No. 5 telecommunications and information technology systems, performance phases 1 - 9 according to § 55 HOAI 2021 (initially step-by-step commissioning performance phase 1 - 2). The Fritz-Kiehn Hall is a sports and event hall in Trossingen. The hall was built in 1957. In 2002, parts of the building were renovated. A ventilation system was installed and fire protection measures were carried out. In 2008, the roof was statically reinforced, and at the same time a new sheet metal covering was installed, and a citizen PV system was also installed on the roof. In 2013, the hall floor was renovated. A complete renovation of the hall is planned. A citizen PV system has been installed on the hall roof since 2008, and as part of the construction measure, a further PV system is to be created on the foyer roof in order to be able to cover the own electricity consumption. The sanitary and changing rooms are still in the condition of the construction, there are considerable defects in fire protection and heating. The following measures are planned: - Creation of barrier-free access - Renovation of shower and changing rooms with sanitary, electrical, heating, screed; windows, interior doors and all surfaces - Façade insulation and design with sustainable products - Renewal of glazing and glass façades - Widening of entrance doors, emergency exit doors - Summer heat protection, sun protection device on glazing and new, well-insulated intermediate ceiling above sports hall - Installation of a PV system on the foyer roof - Renewal of floor, wall and ceiling coverings in the rest areas, foyer etc. - Restructuring of the cloakroom area in the foyer (barrier-free) - Renewal of the complete heating and sanitary system - Replacement of a 450 kW gas boiler with a wood chip system or another sustainable alternative - Renewal of electrical systems, high-efficiency lighting and intelligent building control - Renewal of the safety technical systems for early evacuation of persons with disabilities - Restructuring of the outdoor area for barrier-free accessibility and insulation of earth-contacted components. The usable area is approximately 2,300 m² with a gross volume of around 16,500 m³. The current schedule provides for the following sequence: Award of planning services by the end of the second quarter of 2026 so that planning can start in the third quarter of 2026. Submission of the building application is planned for April 2027. The construction start is scheduled for January 2028, completion for September 2029. The commissioning is subject to the project approval by the municipal council of the city of Trossingen within the framework of call-off contracts. The contractor is obliged to take over the service up to and including performance phase 9 according to HOAI if the project is realised. The detailed scope of services can be found in the attached contract. The contracting authority intends to commission the services in stages. There is no legal entitlement to the transfer of all stages of performance. For the submission of the application to participate, the participation application prescribed by the contracting authority must be used and submitted completed.
