France – Consulting services for water-supply and waste consultancy – Mission d'accompagnement des collectivités locales de l'Ouest Guyanais pour l'élaboration d'un contrat de progrès de 2ème génération dans le cadre de la mise en oeuvre du plan "Eau-Dom"

Mission to assist local authorities in Western Guiana in drafting a second-generation progress contract as part of the implementation of the "Eau-Dom" plan. The mission involves technical, legal, administrative and financial support for each of the 8 member communes. The mission comprises 4 phases:

- Phase 1: Diagnosis of services and assessment of the first progress contract

- Phase 2: Strategic orientations for improving services, by commune

- Phase 3: Budget and financing arrangements: production of financial forecasts

- Phase 4: Drafting and debating the progress contract
