The existing so-called "Old Schoolhouse" at Kaiserstr. 18 in Winterbach-Manolzweiler will have been demolished by the end of May 2026. All the uses previously available in this existing building will also be accommodated in the planned new community centre. These are: (1) Fire station with 1 vehicle bay with the associated changing facilities on the ground floor and the associated storage rooms on the first floor. (2) Community hall (floor area 83.5 m2 for 48 people with table seating) with associated kitchenette for district meetings, information events, church services, gymnastics courses, etc. and also available for private hire for family and birthday parties. (3) Classroom (floor area 26 m2) e.g. for painting courses and as a meeting room, also for the fire department. (4) Public bookcase. (5) In the outdoor area of the building, together with the outdoor facilities (car parking, bicycle parking etc.), a public children's playground will be created again. The building permit for the new community centre in Manolzweiler was issued by the Landratsamt Rems-Murr-Kreis on 02.12.2025. This building permit is based on the planning of the Arch. Office archifaktur Julian Bärlin, Winterbach. The municipal council of the municipality of Winterbach adopted the building resolution for the new community centre at its meeting on 04.11.2025 and approved the cost estimate of gross 2,768,300 EUR. The subject of this tendering procedure is the awarding of - Specialist planning services for the technical equipment of plant groups 1 to 3 (waste water and gas systems, heating systems, air conditioning systems) in accordance with § 55 HOAI in conjunction with Appendix 15 for the performance phases 1 to 3 and 5 to 8 (Lot 4). The planning services are to be carried out immediately after the order has been placed. The municipal council will decide on the awarding of the contract in its meeting in April 2026 in accordance with the main statute. The order is therefore expected to be placed at the end of April/beginning of May 2026. The awarding of the construction services will follow the completion of the planning services in individual trades. The start of the construction work is to be carried out as soon as possible (summer/autumn 2026) so that the community centre will be ready for occupancy by the end of 2027. According to the current planning, the municipality of Winterbach expects eligible construction costs of a total of around EUR 2.76 million gross (cost groups 200 to 700 according to DIN 276-1:2018-12). For the technical building services HLS, eligible construction costs of approx. 291,500.00 EUR gross are currently assumed. The overriding objective of the project is the cost-conscious, functional and economical implementation of the construction project while taking into account the cost framework approved by the municipal council. The municipality of Winterbach has grant funding available for the measure. For this reason, it is necessary to ensure timely completion of both the planning services and the construction work.
