Norway – Sewage, refuse, cleaning and environmental services – Disposal of hazardous waste, framework agreement

The competition is for the delivery of a complete service for the collection, transport and destruction of hazardous waste, as well as assistance with mapping and/or sorting as needed. The contracting authority emphasises that the following types of waste are an option for the framework agreement: Batteries, fluorescent tubes and saving bulbs. Impregnated wood and PCB routers are not included in the agreement. The procurement ́s value is estimated to: NOK 500,000 excluding VAT per annum. Maximum value for the entire contract period, including any options and expected price rise: NOK 4,000,000 excluding VAT. The need is uncertain. The volume can vary both up and down and the contract period will depend on, among other things, the contracting authority ́s needs, activities, budgetary situations and other framework factors. The contracting authority has assessed the procurement against the Public Procurement Act § 5h and concluded that there is no requirement for apprentices in this procurement as the contract ́s main element does not include work where it is relevant to use labour with certificates of apprenticeship or craft, cf. the Procurement Act § 5h 2nd section letter c, subsidiary because the need requires specialised competence or for other reasons is not suitable for apprentices, Cf. the Public Procurement Act § 5h 4 paragraph.
