Description

The present contract concerns the adaptation and production of 4x4 pick-up type vehicles, in two versions (single cab for 2 people and double cab for 4 people). -----The estimated maximum quantity of the framework agreement is the production of 900 vehicles. -----The firm part of the framework agreement will cover: a) the adaptation of the vehicles for carrying a simple armament (calibre 7.62, for example MAG58, and calibre 12.7, for example M2HB) and a military radio with its external antenna, and b) the delivery of approximately 300 vehicles. The part on call-off orders will cover the delivery of additional vehicles as well as the supply of support materials (for example: vehicle toolkits, tools for troubleshooting and maintenance, spare parts, user and maintenance documentation, etc.) and the provision of support services (notably training for experimenters or initial training, provision of training, etc.). -----This is a Defence or Security Contract. ---------- It is specified that the deadline and time for the submission of tenders is 22/07/2026 at 10:00 (Paris time). Those listed in section 5.1.12 are in UTC format.----- In addition to section 5.1.15: This is a composite framework agreement (firm part with part on call-off orders).----- This is a single-award framework agreement.----- The essential task of adapting the vehicle for military use must be carried out by the main candidate (individual and/or the representative of the group and/or one of the members of the group). It cannot be subcontracted. The candidate [or the representative of the group or a member of the group] must demonstrate that they have the skills/capacities in-house (cf. section 5.1.9) to carry out this essential task.----- As the contract may present significant technical uncertainties, it will include a provision for orders for the potential purchase of supplies and services that could not be precisely defined in the initial public contract.----- Candidates must specify whether they are applying individually or as a group. Candidates are not allowed to submit multiple offers for the framework agreement by acting at the same time: 1. as individual candidates and as members of one or more groups; 2. as members of several groups.----- ----- In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area. ----- Furthermore, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ---------- Signature of documents: Documents in the tender dossier requiring a signature must be signed by a person authorized to commit the company (with the name, first name, position of the signatory, and with the company stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company. ---------- Regarding electronic files, a signed zip file does not count as a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorized to commit the company (cf. 'Modalities of transmission of tenders' mentioned in section 2.1.4). ---------- A scanned handwritten signature cannot replace the electronic signature. ---------- The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is paramount, failing which the economic operator's tender will be rejected.----- Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic.
