Subject & Objective of the Procedure: The basis for the new construction of the AWS depot at Bruno-Jacoby-Weg 5 is the relocation concept of the AWS from 2022. The concept provides for the relocation of the existing AWS operational sites at Liebknechtstraße, Heßbrühlstraße, parts of the operational site at Türlenstraße and 6 vehicles of the DRK readiness in Degerloch to the future location at Bruno-Jacoby-Weg 5 (plot No. 3477/1) in Stuttgart Degerloch. Currently, the buildings of the fire and rescue station 5 are located on the plot. These are unsuitable for use by the AWS and are to be demolished. The area around the property is used for commercial and residential purposes. Therefore, special precautions for emission control are required. Based on a previous feasibility study, a sound engineering investigation by the engineering firm SoundPLAN GmbH and an odour emission forecast by the engineering firm Müller-BBM GmbH have already been carried out. The findings of the expert reports must be taken into account. When planning the new site at Bruno-Jacoby-Weg, both the existing and the future operational facilities of the AWS must be taken into account. The space programme presented is adapted to the requirements of the AWS organisational units in order to ensure the operational processes on a permanent basis. A new administrative building for approximately 214 employees is to include office space, storage and technology as well as a canteen with a warming kitchen. In addition, the DRK readiness with additional 60 employees and 6 vehicles is to be accommodated. On the property, the new construction of a fully enclosed vehicle hall for 37 lorry parking spaces (operational vehicles), 28 transporter parking spaces, approximately 49 car parking spaces and storage areas is also planned. On the ground floor, all operational vehicles (waste collection vehicles, snow clearance vehicles) are to be parked according to the Munich model. The usable areas of the AWS depot, such as the vehicle hall and further adjacent storage and logistics areas, are to be realised predominantly on one level. A freestanding salt silo is also to be provided on the operational site. In order to be able to realise the use of the former site for the planned new construction of the AWS depot, a new land-use plan must be drawn up. This is currently being prepared on the basis of the previously prepared feasibility study. The construction costs are estimated at approximately 970,000 euros net (cost group 440) and 882,000 euros net (cost group 450). For the scope of services for electrical engineering, the Landeshauptstadt Stuttgart is now looking for a suitable office within the framework of a VgV procedure. Subject of the Contract: The bidder who achieves the highest score according to the evaluation of the award criteria is to be commissioned with the further planning and implementation according to HOAI 2021 Part 4 Section 2, § 55 Technical Equipment Electrical Engineering, Performance Phase 1 to 9. The detailed scope of services can be found in the attached draft contract. The commissioning depends on the project approval by the municipal council of the Landeshauptstadt Stuttgart within the framework of call-off contracts. The contractor is obliged to accept all services in full if the project is realised. The client intends to award the services step by step. There is no legal entitlement to the award of all services.
