The district of Nienburg/Weser plans to transform the school site at Berliner Ring in Nienburg into an educational campus. The starting point for the planning was the realization that a variety of measures would be required at the district-owned properties at Berliner Ring, which would need to be considered jointly from the outset. Currently, the Vocational Colleges (BBS) including a cafeteria and a three-court sports hall, the Comprehensive School (IGS), and various parking areas are located here. At the beginning of the planning, there were also 17 terraced houses between the buildings of the BBS and the IGS. These have since been demolished as part of the overall concept. The Volkshochschule (VHS), which is currently located approximately 500 meters away in Rühmkorffstraße, was also included in the considerations. All considerations were brought together in a development concept for the educational campus and the resulting measures were divided into several implementation stages. The demolition of the terraced houses has already been completed as a first important step. Planning for the renovation of the BBS sports hall has also already begun. The next steps include the new construction of a parking garage, a two-court sports hall for the IGS, the new construction of a multi-purpose hall, and the replacement new construction for the A-wing and the cafeteria of the BBS. The transformation of the non-public traffic areas and squares on the site into a car-free campus facility is also part of the next step. The administration needs support for the control and coordination of the above-mentioned projects through project management. Due to the high simultaneity of several major projects and their interdependencies, an overarching multi-project management should also be part of the service. The awarding of the project management services will be divided into the following lots:

Lot 1 - Multi-project management

Lot 2 - Project management parking garage

Lot 3 - Project management renovation BBS sports hall

Lot 4 - Project management new construction IGS sports hall

Lot 5 - Project management E-wing, multi-purpose hall, design campus passage (Campus competition)

Due to the high project density and their interdependencies, project management services and an overarching multi-project management should be commissioned for all of the above-mentioned projects. The onboarding of the project management for the renovation of the BBS sports hall will presumably take place after the completion of phase 3. For the remaining projects, the start will be at the end of the tendering procedures for the planning services or during the implementation of the planning competition. The renovation of the BBS sports hall will take place in the "classic" model with individually commissioned planners and trades. The commissioning of the planning offices has already taken place. The estimated construction costs (cost group 200 - 700) amount to approximately 10.5 million euros gross. The new construction of the parking garage in Meerbachbogen (car park and parking garage) is to take place as a general planner model with subsequent individual trade awarding or general contractor awarding. The commissioning of the general planner has already taken place. The estimated construction costs (cost group 200 - 700) amount to approximately 8.5 million euros gross. The new construction of the IGS sports hall will also take place in the "classic" model with individually commissioned planners and trades. The awarding of the planning services will start depending on the construction progress of the parking garage. The estimated construction costs (cost group 200 - 700) amount to approximately 8.0 million euros gross. The awarding of the building and landscape architecture planning for the projects of Phase 1 is to take place through a VgV procedure with a planning competition according to RPW. The following measures will be part of the competition:

- New construction E-wing with BBS cafeteria

- Design campus passage

- New construction multi-functional hall

Further services, such as technical equipment planning, may be commissioned as part of the competition. The announcement of the competition is to take place by the end of 2026. The aim of the competition is to develop the identity of the site as a campus for lifelong, networked learning for students and citizens and to create addresses for the various educational offers. The implementation of accessibility and inclusion, the improvement of the traffic situation, in particular the promotion of the non-public school street running along the BBS as a car-free zone, the design of the campus square as the center of the facility, and the redesign of the BBS courtyards are further goals of the competition. The estimated construction costs (cost group 200 - 700) amount to approximately 27 million euros gross.
