As a result of the present open procedure, the operation of the on-site laboratory, including the organisation of the blood depot (transfusion medicine) at the Freiberg Hospital (outsourcing), is to be awarded. Further details of the procedure can also be found in the tender documents. As an interim proof of suitability and the absence of grounds for exclusion, the contracting authority accepts the submission of a Uniform European Self-Declaration in accordance with § 50 VgV. As sufficient proof that the grounds for exclusion listed in § 123 Paragraphs 1 to 3 GWB do not apply to the bidder, the contracting authority recognises an extract from a relevant register, in particular a certificate of good conduct from the Federal Central Register or, in the absence of such a document, an equivalent certificate from a competent judicial or administrative authority of the bidder's country of origin or the state in which the bidder is established. As sufficient proof that the grounds for exclusion listed in § 123 Paragraph 4 and § 124 Paragraph 1 No. 2 GWB do not apply to the bidder, the contracting authority recognises a certificate issued by the competent authority of the bidder's country of origin or the state in which the bidder is established. From an order value of 30,000 Euro, the contracting authority will request an extract from the competition register for the bidder to whom the contract is to be awarded (Section 6 WRegG).
