The Contracting Authority proposes to engage in a competitive process for the establishment of a Multi Party Framework Agreement using the competitive procedure with negotiation for the provision of comprehensive, high-quality, flexible, innovative, and responsive prototyping services to support ATU’s increased R&D activities. This framework enables rapid call-offs for phased development under full ATU IP ownership. Market validation, quality, and regulation reviews will be handled by third parties under separate contractual arrangements, which will be the subject to separate tender processes outside of this procurement. A framework agreement constitutes a means of establishing overall terms and conditions in accordance with which, for a specified duration, individual contracts may or not be awarded. In the context of a multi-party framework agreement, the successful framework members compete for each new contract, with potential options for follow-on work which arises and is linked to the original contract. For clarity, these follow on contracts can be awarded directly to the winner of the initial contract by direct negotiation and will not generally be subject to mini tendering. Note a NDA will be required.
