Germany – Construction work – Neubau der Grundschule Farge-Rekum in der Freien Hansestadt Bremen

The Free Hanseatic City of Bremen plans to build a new three-track primary school with outdoor facilities in the Farge district. Currently, the primary school is housed in two annexes in the northern part of Bremen. It is divided across two school grounds, one in Farge and one in Rekum, which are approximately 2 km apart. The school is to be expanded into a full-time comprehensive school and will provide inclusive support in the areas of perception and development (W+E). Due to the cramped conditions in the school building in Farge, a structural extension is not possible, while the building in Rekum requires considerable renovation. Therefore, as part of a pre-conception and urban planning feasibility study by an external planning office, the available area on the sports facility site in Farge was examined and evaluated. According to the feasibility study, it was determined that the property is suitable for a corresponding new building and that the required areas can be accommodated on the available property. The available property currently includes a sports field (Rotgrantplatz), an existing building (old town hall), an avenue of trees, and a parking lot. Outside the scope of the new primary school construction, there are a sports hall, a fire station, and two artificial turf pitches, which were built as a preliminary measure. As preparatory measures, the client will carry out the planning and execution of the demolition of the old town hall. The completion and acceptance of the new primary school is scheduled for no later than the 1st quarter of 2030. The commissioning and start of use will then take place after the Easter holidays in 2030. The property to be developed is in an undeveloped inner area according to § 34 BauGB. For the planning permission of the new building, it is therefore necessary that the project, in terms of type and extent of use, construction method and the area of the property to be developed, blends in with the character of the immediate surroundings and that access is secured. The client intends to award the overall contract for planning, construction, interim and long-term financing services, as well as technical building management services for the new construction of the Farge-Rekum primary school as part of a PPP project to a contractor who will complete the new building turnkey. The services to be provided by the contractor include, in particular: * the complete planning (building design, technical building services, structural design, landscape design, etc.) including all functional areas * the planning and construction of the construction site facilities * the preparation of the property including the removal of the Rotplatz and any contaminated soil materials * the turnkey and functional construction * the creation of the associated outdoor facilities and open spaces * the development and connection to the supply lines for all necessary media * interim financing of the planning and construction services until acceptance * the long-term financing of the planning and construction services after acceptance (forfaitisation with waiver of recourse) for a period of 6 years after acceptance * the operational technical building management services for a period of 25 years after acceptance of the planning and construction services. The client estimates a gross floor area (GFA) of approximately 4,700 m².
