Netherlands – Road transport services – Evenementenvervoer

The Contract concerns the transport by city bus(es) of the public, defence personnel and non-defence personnel to and from events organised by Defence. In addition to the transport to and from the event site, the necessary supervision and guidance during the execution must also be arranged. The required service under this Contract consists of the following components:

- The transport of the public, defence personnel and non-defence personnel with various types of articulated and non-articulated city buses during (mainly) events organised by Defence;

- The setting up of a shuttle service to and from the nearest NS-station or other locations;

- The provision of a Chief Coordinator for conducting reconnaissance and drawing up a traffic and transport plan (including advice on the number and types of wheelchair buses required for wheelchair transport);

- The provision of traffic controllers and the provision of traffic resources such as, for example, a command vehicle or a safety coordinator, the creation of bus stops and parking spaces along the routes, etc. (see Statement of Requirements);

- The drawing up and implementation of an emergency plan for each event to evacuate the event site quickly in the event of an emergency;

- The setting up of a bus depot (central parking area where buses are parked, cleaned, refuelled or recharged and where technical maintenance can be carried out) for each event.

Within the scope of this Framework Agreement, there is also the provision of assistance on request by means of transport with city buses in the event of emergencies or events organised by other authorities or external organisations, when the government requests Defence to do so.
