Germany – Architectural, engineering and planning services – Objektplanungsleistungen für die Dachsanierung der Klotzberg-Kaserne Geb. A2 in Idar-Oberstein - VOEK 570-24

The subject of the procurement procedure is architectural design services according to § 34 HOAI for the roof renovation of building A2 in the Klotzberg-Kaserne in Idar-Oberstein. The advertised architectural design services include the renewal of the slate roof covering (Old German covering) and the roof drainage of the building. Furthermore, the repair of structural damage to the roof structure and the improvement of thermal insulation in the roof area are to be planned. Additionally, the repair of damage to the facade and the renewal of the windows and external window sills are to be examined optionally. The following staged appointment is provided:

- Performance level 1: Performance phases (according to HOAI) 2-4

- Performance level 2: Performance phases (according to HOAI) 5-7

- Performance level 3: Performance phase (according to HOAI) 8

- Performance level 4: Performance phase (according to HOAI) 9

Upon conclusion of the architectural design contract, the client initially commissions the contractor only with the provision of the services of performance level 1. The client intends to call up the services of the further performance levels 2, 3 and 4 later under the conditions of the contract, as long as no termination by the contractor has taken place. To the extent that this is appropriate according to the planning and construction progress, the client is also authorized to limit the further commissioning to partial services of individual performance levels or individual sections of the construction task, provided that they are separable partial services. Unnecessary division of performance levels should be avoided. There is no legal entitlement to the commissioning of further performance levels. The contractor is obliged to provide the services of the further performance levels if the client assigns them to him; reference is made to the contractor's right of termination according to § 14.1 AVB. Due to a staged commissioning according to the regulations of the contract, the contractor cannot derive an increase in his fee.
