The subject of the present procurement is services for the issuance, maintenance, and management of certificates for qualified electronic time stamps for the needs of the Agency for Social Assistance (ASP) and its territorial structures. In accordance with Article 27 of the Ordinance, ASP has an obligation to notify through the Information System, in accordance with Article 11 of the Ordinance, the respective ultimate supplier and the respective electricity distribution network operator, of persons with a verified status of a vulnerable client for electricity supply. According to Article 29, paragraph 4 of the Ordinance, the certificate for the status of a vulnerable client is issued by the Director of the "Social Assistance" Directorate at the current address of the person for whom the status has been established. The validity of the document certifying the status of a household in a situation of energy poverty is 12 months, starting from the 1st day of the month following the month of issuance of the document certifying the status of a vulnerable client for electricity supply. Given the above, ASP has obligations towards the Information System on the one hand, and with regard to the issuance of certificates to citizens through the system on the other. To fulfill the above-mentioned obligations, ASP must procure services for the issuance, maintenance, and management of certificates for qualified electronic time stamps. In accordance with Article 3, paragraph 34 of Regulation (EU) No 910/2014 (eIDAS), “qualified electronic time stamp” means data in electronic form which binds other data in electronic form to a specific point in time and provides evidence that the latter data existed at that point in time and the qualified electronic time stamp links the date and time to the data in a manner which, to a large extent, precludes the possibility of undetected alteration of the data, is based on a source of accurate time connected to Coordinated Universal Time and is signed with an advanced electronic signature or is affixed with an advanced electronic seal of a qualified trust service provider or with another equivalent method. The forecasted number of qualified electronic time stamps that the Contracting Authority expects to declare for the entire contract period is up to 180,000 per month or 6,480,000 units. In case the number of certificates for qualified time stamps issued by the CONTRACTOR for the respective calendar month is less than 180,000, the difference to the forecasted consumption for that month will be carried over to the remaining certificates for qualified time stamps of the CONTRACTING AUTHORITY, provided for the contract period. In case the number of certificates for qualified time stamps issued by the CONTRACTOR for the respective calendar month is more than 180,000, the amount by which the forecasted consumption is exceeded will be absorbed by the CONTRACTING AUTHORITY, to the number of remaining certificates for qualified time stamps until the final deadline of the contract.
