France – Beach services – Délégation de service public pour l'attribution des sous-traités d'exploitation de la plage naturelle concédée de Narbonne

By a prefectural decree dated 10 April 2026, the State has granted to the municipality of NARBONNE, for a period of 12 years, the natural beach located on the natural maritime public domain of NARBONNE-PLAGE, with an area of 57.15 ha and a length of 4,004 metres. As part of this concession, the municipality of NARBONNE must ensure the equipment, maintenance and operation of the natural beach in the conditions set out in the terms of reference. As a result, as the concessionaire, it establishes operating subcontracts with third parties, legal or natural persons, for leisure activities in the conditions set out in Articles R. 2124-14 to R. 2124-20 of the general code of the property of public bodies. The subcontracts give rise to the collection, for the benefit of the concessionaire, of a fee for the occupation of the public domain granted. The location of the plots subject to the operating subcontracts is shown on the plan annexed to this terms of reference (Annex No. 4 and No. 5). In return, the subcontractor will receive, in accordance with Article R. 2124-14 of the aforementioned code, the remuneration relating to the use of the facilities and equipment for which it is authorized to operate. Following a public service delegation procedure, subcontracts will be concluded for an initial 5-year operating period, until 2031. A second procedure will enable the operators to be designated for the remaining period of the beach concession granted to the Municipality of NARBONNE, until 2037.
